California VA IRRRL: Myths, Surcharges and Who Signs
California veterans get more VA streamline noise than anyone. Here is what is true, from a broker who is not licensed in California and cannot take your application.
Home Loans Inc is not licensed in California and cannot take a California application. We lend in South Carolina, North Carolina, Virginia, West Virginia, Florida, Georgia, Alabama, Mississippi, Iowa and Wyoming.
Five things California gets wrong
Myths I hear from California veterans, and the real answer
- Myth: a streamline lets me pull cash out. No. An IRRRL only refinances an existing VA loan to a better rate or term. Cash-out is a separate VA product.
- Myth: my home value has to hold up. VA usually does not require an appraisal on an IRRRL. Some lenders add one as an overlay, so ask.
- Myth: I need to prove income again. VA usually does not require income verification on a streamline. Again, overlays exist.
- Myth: I moved, so I am out. You only need to certify you occupied the home before. A rental qualifies if the loan is VA.
- Myth: any rate drop is worth it. Your costs have to be recovered through monthly savings within 36 months, and there has to be a net tangible benefit.
Before anything else: Home Loans Inc is not licensed in California. I cannot take your application. This page is here so you can push back on a California-licensed lender who gets lazy.
Where the VA loans live
Pendleton to Travis, a state built on bases
San Diego County
Camp Pendleton in Oceanside, Naval Base San Diego and MCAS Miramar. Probably the densest pocket of VA borrowers on the coast.
The high desert
Edwards AFB in Kern County and Fort Irwin's National Training Center near Barstow. Long commutes, lots of homeowners.
Northern California
Travis AFB in Fairfield and Beale AFB near Marysville, plus the Defense Language Institute at the Presidio of Monterey.
Central Coast and Valley
Vandenberg near Lompoc, Naval Base Ventura County at Port Hueneme and Point Mugu, and Lemoore NAS with its F/A-18 and F-35C training.
California home prices are not the point on a streamline. You are not buying, you are swapping rates. The size of your existing balance just makes the funding fee bigger in dollars: 0.5 percent, waived entirely if you receive VA disability compensation.
California paperwork quirks
The SB2 surcharge, translated documents and no online notary
California charges no state tax on a refinance, but there is a catch. The SB2 recording surcharge adds $75 per recorded document, capped at $225 per transaction. It shows up on the closing statement and surprises people who were told there is no tax.
Two more California rules. The Covered Loan Law and the translated-document rules in Civil Code 1632 can apply to certain loans, so if you negotiated in another language, the lender may owe you documents in that language. And remote online notarization is not yet available for refinance closings here, since the state statute does not take effect until 2030. Expect a mobile notary or an escrow office, not a webcam. If you are deployed or stationed out of state, talk to the escrow officer about how they handle out-of-area signings before you lock a rate, so the lock does not expire while you chase a notary.
Who signs and when the money moves
Community property, escrow and dry funding
California is community property. If the home is community property, both spouses sign. If it is sole and separate, the non-borrowing spouse typically signs an interspousal transfer or quitclaim. A married person's homestead needs both spouses to encumber it. Bottom line, plan on two people at the signing more often than not.
Closings run through escrow and title companies, and funding is dry, so the rescission window controls when money goes out. Prepayment penalties on 1-4 unit homes are capped to the first five years at a maximum of six months of interest, and foreclosure is non-judicial. Seasoning still applies: 210 days from the first payment due date and six payments made, whichever is later. Bring all of it to a lender licensed in California, and ask them to walk you through the escrow timeline from signing day to the day your old servicer gets paid. A good one can do it from memory.
California VA IRRRL questions
What is the SB2 fee on my San Diego streamline closing statement?
It is California's SB2 recording surcharge, $75 per recorded document, capped at $225 per transaction. California has no state tax on a refinance, so this surcharge plus normal recording fees is the government portion of your costs.
Can I e-sign and notarize my California IRRRL online?
Not for a refinance closing right now. California's remote online notarization statute is not effective until 2030. Expect to sign in front of a notary, either at an escrow office or with a mobile notary who comes to you.
My husband is not on the VA loan. Does he sign the refinance in California?
Often yes. If the home is community property, both spouses sign. If it is held sole and separate, he usually signs an interspousal transfer or quitclaim instead. A married person's homestead also needs both spouses to encumber, so plan on his participation.
I was stationed at Travis and now rent the house out. Is a streamline still possible?
Yes. An IRRRL requires you to certify only that you lived in the home before, not now. The loan must already be VA, it must be seasoned, and the savings must recoup costs within 36 months.
Is Home Loans Inc able to handle my California IRRRL?
No. Home Loans Inc is not licensed in California and cannot take your application. Use the facts here to compare California-licensed lenders and make them show you the recoup math.
