Florida VA IRRRL: Streamline Your Rate From Pensacola to Key West

Florida adds doc stamps, intangible tax and a homestead signing rule to every refinance. On a VA IRRRL most of that shrinks, if your lender sets it up right.

A typical call

The Mayport sailor with orders and a high rate

Here is a call I get in some form all the time. A sailor bought near NS Mayport with a VA loan when rates were higher. Now the orders say Norfolk. The house is going to be a rental. The question: can I still refinance it?

Yes. That is the beauty of the IRRRL. You only certify that you used to live there. No new appraisal in most cases. No new income paperwork from VA's side, although some lenders tack on their own checks. The loan just has to be VA now, and the new deal has to leave you better off.

Swap Mayport for MacDill, Eglin, Tyndall, Patrick or Whiting Field and the story is the same.

The catch is timing. VA wants at least six payments made and 210 days since the first payment came due, whichever falls later. Bought eight weeks ago? Wait. And the new rate has to pay back the closing costs through monthly savings inside 36 months. A quarter point that barely moves the payment usually fails that test, no matter how good it sounds on the phone.

Florida's taxes

Doc stamps and intangible tax, mostly sidelined

Florida is not shy about taxing mortgages. Documentary stamp tax runs $0.35 per $100 on the note. Nonrecurring intangible tax adds $2 per $1,000 on the mortgage.

Here is the good part. A refinance is exempt up to the prior unpaid principal. Tax applies only to new money. On an IRRRL you are not pulling cash, so the new money is usually just whatever closing costs or funding fee get rolled in. That is a small slice, and it should be taxed as a small slice.

Check your loan estimate. If it shows stamps on the full balance, ask why. Title insurance helps too: reissue discounts apply on a refinance within 3 years of the prior policy.

Homestead law

Both of you sign. No exceptions for paperwork reasons.

Florida's constitution (Art. X-4(c)) and Fla. Stat. 689.111 require both spouses to sign the mortgage on a homestead, even if only one is on title. If your spouse is not on the VA loan, they still sign the mortgage.

Plan around it. Remote online notarization is available in Florida, which helps a lot when one of you is underway or on a different coast. And because the house does not change hands, a refinance with no title change does not trigger a property-tax reassessment under Save Our Homes. Your capped assessment stays put.

Panhandle to the Keys

Where Florida's VA homeowners live

Pensacola, Milton and Crestview

NAS Pensacola, Whiting Field, Eglin and Hurlburt. Moderate prices and a deep pool of VA loans.

Panama City

Tyndall was rebuilt after Hurricane Michael. Bay County homeowners with a VA loan can streamline like anyone else.

Jacksonville and Tampa

NAS Jacksonville, Mayport and MacDill. Big metros, big VA footprints, lots of streamline candidates.

Space Coast and South Florida

Patrick SFB, Cape Canaveral, Homestead ARB and NAS Key West. Higher balances mean even a modest rate cut can move the payment.

The rules and the ask

What VA requires before I quote you

  • Your current loan is VA. An IRRRL cannot refinance anything else.
  • Seasoning: 210 days from the first payment due date and six payments made, whichever lands later.
  • Costs recouped through monthly savings within 36 months, with a real net tangible benefit.
  • Funding fee of 0.5%, waived if you get VA disability compensation.

Florida forecloses judicially, which is one more reason to fix a payment that is stretching you before it becomes a problem.

Florida VA IRRRL questions

Will I pay Florida doc stamps on my whole balance with an IRRRL?

You should not. Florida exempts a refinance up to the prior unpaid principal, so documentary stamp tax and intangible tax apply only to new money. On an IRRRL that is usually just rolled-in closing costs or the funding fee. If your loan estimate taxes the full balance, ask the lender to recheck the exemption.

My wife is not on our VA loan. Does she sign the Florida refinance?

If the home is your Florida homestead, yes. The Florida constitution and Fla. Stat. 689.111 require both spouses to sign the mortgage on a homestead even when only one is on title. She signs the mortgage, not necessarily the note. Remote online notarization is available in Florida if timing is tight.

Will refinancing reset my Save Our Homes cap?

No. A refinance with no change in title does not trigger a property-tax reassessment under Save Our Homes. An IRRRL replaces the loan, not the owner, so your capped assessed value should carry on as it was. Keep the vesting the same at closing to stay clean.

I left Eglin and rent the house out now. Can I still do an IRRRL?

Yes. The IRRRL only asks you to certify that you lived in the home before. You do not have to live there today. The existing loan must be VA, seasoning must be met, and the new loan has to produce a real benefit with costs recouped within 36 months.

Is there a title insurance break on a Florida streamline?

Often. Florida title insurers give reissue discounts on a refinance when the prior policy is within 3 years. If you bought or refinanced recently, mention it so the title company applies the reissue rate instead of full price.
