Nebraska VA IRRRL: How the Streamline Works Here

A plain-spoken look at the VA rate-reduction refinance for Nebraska veterans, from Bellevue homeowners near Offutt to folks out in Grand Island.

Home Loans Inc is not licensed in Nebraska and cannot take a Nebraska application. We lend in South Carolina, North Carolina, Virginia, West Virginia, Florida, Georgia, Alabama, Mississippi, Iowa and Wyoming.

A Bellevue scenario

The Offutt house you moved out of

Picture a STRATCOM staffer who bought in Bellevue with a VA loan, then got orders somewhere else. The house is a rental now. Can that veteran still do an IRRRL? Usually, yes. The streamline only asks you to certify that you lived there before. Living there today is not part of the deal.

That one rule surprises people constantly. It is also why I like this loan. VA built it to drop the rate on a VA loan you already have, with as little paperwork as your lender will tolerate. In most cases no new appraisal and no income verification. Some lenders bolt extra requirements on top, and they are allowed to, so ask about overlays before you get attached to anybody.

Now the blunt part. Home Loans Inc is not licensed in Nebraska. I cannot take your application, and I am not going to pretend otherwise. This page exists so you can walk into a Nebraska-licensed lender knowing more than the person across the desk.

Gate checks

Three tests that decide if you even qualify

Seasoning

Your current VA loan needs 210 days since the first payment came due, plus six monthly payments actually made. The later date wins. Show up early and the answer is wait.

Recoupment

Every dollar of closing cost has to come back to you through lower monthly payments inside 36 months. Longer than that and VA says no.

Real benefit

VA demands a net tangible benefit, and Nebraska layers its own disclosure on top under recent state law. Your file should spell out how you come out ahead.

The funding fee on this loan is 0.5%. Receive VA disability compensation? Then you owe none of it. Check your paperwork, because people pay fees they never owed simply because nobody looked.

Signing day in Nebraska

Title company, wet funding, and your spouse

Nebraska refinances close through a title or escrow company. No attorney required at the table. The state is also wet-funding, so the money is wired at signing and then held through the rescission window before your old loan gets paid off.

Now the spouse question. If the house is your homestead, both spouses generally have to execute the security instrument, even when only one name sits on title. That catches people off guard. Your husband or wife does not have to be on the note. They can sign the mortgage and the right-to-cancel form and stay completely off the debt. Just make sure both schedules line up on signing day.

Taxes are easy here. Nebraska charges no state mortgage tax and no refinance tax. Your county collects standard recording fees and that is about it. Nobody is skimming a percentage of your loan amount on the way out the door.

Omaha to Grand Island

Where you live matters less than you think

On a construction loan, location is everything because of comparable sales. On an IRRRL it matters a lot less, because VA usually skips the appraisal. A veteran near Offutt in the Omaha and Bellevue metro, a state worker in Lincoln, and somebody who served and came home to Grand Island all play by the same eligibility rules.

Where location can still bite is a lender overlay. If your lender insists on an appraisal anyway, a home in central Nebraska, where sales get sparse, may be harder to value. Ask up front whether they appraise on streamlines.

A couple of other Nebraska notes. The state uses non-judicial foreclosure. Prepayment terms follow your note and federal limits, and most current first-lien refinances carry no prepayment penalty, so retiring your old VA loan should not trigger a charge. Read your note anyway. It takes five minutes.

Shopping it

What to ask a Nebraska-licensed lender

  • What is my rate, my total cost, and the month I recoup it?
  • Do you require an appraisal or income documents on an IRRRL?
  • Will my spouse need to sign, and can we sign at different times?
  • Is my funding fee waived based on my disability compensation?

Get two or three quotes, same day if possible, since rates move. Compare the recoupment month, not just the rate. A low rate with fat fees can still flunk the 36-month test, and a lender who cannot show you that number is telling you something.

Nebraska VA IRRRL questions

Can I do an IRRRL on my Bellevue house after moving away from Offutt?

Usually yes. The VA streamline only requires that you certify you occupied the home before. You do not need to live there now. A Nebraska-licensed lender will confirm the current loan is VA, check seasoning, and run the 36-month recoupment math. Home Loans Inc is not licensed in Nebraska, so shop a lender who is.

Does my spouse have to sign if they are not on my Nebraska title?

If the home is your homestead, generally yes. Nebraska usually requires both spouses to execute the security instrument even when only one is on title. The non-borrowing spouse signs the mortgage and the right-to-cancel and does not have to sign the note or take on the debt.

Will Nebraska charge a tax on my new loan amount?

No. Nebraska has no state mortgage tax and no refinance tax. You should see standard county recording fees on your closing disclosure, not a percentage of the loan. If a line item looks like a state loan tax, ask the title company to explain it before you sign anything.

When does the money actually move at a Nebraska closing?

Nebraska is a wet-funding state. Funds are typically wired at signing through the title or escrow company and then held through the rescission window. Your old loan gets paid once that window closes. No attorney is required at a Nebraska refinance closing, so expect a title or escrow officer.
