VA IRRRL in Utah: Hill AFB to St. George
Utah escrow closings run on a good-funds clock, so a VA streamline can take a few extra days to fund. Home Loans Inc is not licensed in Utah, and this page is education only.

Timeline
Signing day is not funding day
In a lot of states you sign, and the money moves right then. Utah is an escrow state, and a title or escrow company closes your refinance under a good-funds regime that behaves like dry funding. Translation: recording and disbursement can lag behind the day you sign. Add the federal rescission period on a refinance and your old loan may get paid off a bit later than you expect.
Why care? Because your old loan keeps accruing interest until it is paid. Ask your lender for the expected payoff date, not just the signing date, and make sure your break-even math reflects reality. A few extra days of interest will not wreck a good deal, but it can tip a marginal one, and you deserve to know which kind you have.
And here is the part I will not bury. Home Loans Inc is not licensed in Utah. I cannot take your application. This page is a field manual for picking a Utah licensed lender who does it right.
The installations
Who is streamlining in Utah
Hill Air Force Base near Ogden is the heavy hitter: the F-35 maintenance depot and the 388th Fighter Wing. Out west, Dugway Proving Ground tests chemical and biological defenses, and Tooele Army Depot stores ammunition. Camp Williams in Riverton and Bluffdale hosts the Utah National Guard.
Salt Lake City metro
Strong market and growing fast.
Ogden and Hill AFB
Military-adjacent, with moderate to strong activity.
Provo and Utah County
Growing, with a lot of new construction.
St. George
Southern Utah, popular for retirement and recreation.
Logan
A small university town.
Utah is growing fast and costs are rising. For a purchase that matters. For a streamline it mostly does not, because VA usually skips the appraisal. Your IRRRL lives or dies on payment math, not on what the house down the street sold for.
VA requirements
The IRRRL, no fluff
An IRRRL only replaces an existing VA loan. If your Utah home is financed with anything else, this is not your loan. For the ones that qualify, VA wants:
- Seasoning of at least 210 days from your first payment due date and at least six monthly payments, counting from whichever is later.
- A net tangible benefit, like a lower rate or a switch from an adjustable to a fixed rate.
- All costs recovered from the monthly savings within 36 months.
- A certification that you previously occupied the home. If the Air Force moved you from Hill and you kept the house, you can still qualify.
Expect a 0.5% funding fee unless you receive VA disability compensation, in which case it is waived. VA typically does not ask for income verification on a streamline. Some lenders add overlays anyway, and that is fair game to ask about up front.
Utah closing law
Signers, fees and penalties
Utah is a common-law state. A spouse who is not on title generally does not have to sign a refinance. Homestead in Utah is a claimable exemption rather than a forced-joinder rule, which is different from several of its neighbors. Still, confirm vesting with your title underwriter.
There is no special Utah tax on a refinance. No deed transfer, so you pay recording fees. That keeps the cost side of your 36-month test lean.
Utah has a High Cost Home Loan Act that can add protections on qualifying loans. A statewide ban on prepayment penalties went into effect on May 6, 2026. Utah uses non-judicial foreclosure, and remote online notarization is generally available, which helps if you are signing from a deployment or a new duty station.
My take: pick two or three Utah lenders, ask for the payoff date and the break-even month, and choose the one whose answers are short and specific.
Utah VA IRRRL questions
Why did my Utah refinance fund days after I signed?
Utah is an escrow state that follows a good-funds regime behaving like dry funding, so recording and disbursement can lag signing. Combined with the federal rescission period on a refinance, the payoff of your old loan may come a few days after closing. Ask for the expected payoff date.
Does my spouse need to sign if only I am on title in Utah?
Generally no. Utah is a common-law state, and homestead there is a claimable exemption rather than a forced-joinder rule, so a non-titled spouse usually does not sign the refinance. Your title underwriter confirms how the property is vested.
Can I streamline my house near Ogden after leaving Hill AFB?
Usually, if the current loan is VA. The IRRRL requires only that you certify you lived there before, so a home kept as a rental after orders can still qualify. Seasoning, the 36-month recoup and a net tangible benefit still apply.
Is Home Loans Inc able to do my Utah IRRRL?
No. Home Loans Inc is not licensed in Utah and cannot take the application. This page is for education. Use it to compare Utah licensed lenders, and ask each for the break-even month and any overlays beyond VA rules.
