Vermont VA IRRRL: Plan on Ink, Not E-Signatures
Vermont bans e-signatures on closing documents, so a VA streamline here means a real pen and usually an attorney. Home Loans Inc is not licensed in Vermont, so this page is education for shopping a local lender.
Home Loans Inc is not licensed in Vermont and cannot take a Vermont application. We lend in South Carolina, North Carolina, Virginia, West Virginia, Florida, Georgia, Alabama, Mississippi, Iowa and Wyoming.
Know this going in
Vermont wants your actual signature
If you are used to clicking through a closing on your phone, Vermont will feel old school. The state bans e-signatures on closing documents. That prevents a full remote e-close, even where remote notarization is otherwise allowed. So if you are stationed away or traveling, figure out where and how you will sign in ink before you lock a rate.
Vermont also strongly favors an attorney to examine title and conduct the refinance closing. Closings are wet. Funds are wired at signing and held through the rescission window.
Now my disclosure. Home Loans Inc is not licensed in Vermont. I cannot take your application, period. I wrote this so a Vermont veteran can walk into a licensed lender knowing exactly what the VA streamline should look like.
Homestead law
Two signatures on the mortgage
On a Vermont homestead, both spouses must execute the mortgage under 27 VSA 141. A spouse who is not on title joins to subordinate the homestead. That surprises people from states where the non-titled spouse can stay home. In Vermont, they cannot. Your title underwriter confirms vesting and exactly what is needed.
Combine that with the no e-signature rule and you can see the trap. If your spouse is away, both of you need a plan for wet signatures on the same timeline. Sort it out early and nobody misses the rate lock.
VA's side
Does your loan even qualify?
Current loan
It has to be a VA loan already. The IRRRL is VA to VA, nothing else.
Seasoning
210 days past the first payment due date and six payments made. The later date wins.
Break-even
The monthly savings must pay back the costs within 36 months.
Benefit
VA wants a net tangible benefit, like a lower rate or leaving an adjustable rate for a fixed one.
The funding fee is 0.5% of the loan, and you skip it entirely if you receive VA disability compensation. VA normally waives the appraisal and income verification on an IRRRL, although lenders are allowed to add overlays. You also only need to certify that you occupied the home in the past, which helps if you moved for work or orders and kept the place.
The Vermont picture
Burlington and the rest
The military presence here is the Vermont Air National Guard at Burlington ANGB in South Burlington, flying the F-35A. Beyond the Guard wing, much of the VA lending in Vermont comes from veterans who settled here after service.
- Burlington: the largest city, and expensive by Vermont standards.
- Montpelier: the smallest state capital in the US.
- Rutland and southern Vermont: small markets with few sales to compare.
Vermont is rural and small, and that usually hurts purchases and construction loans because appraisers struggle for comparable sales. A streamline dodges most of that, because VA typically does not require an appraisal. A farmhouse outside Rutland can refinance on the same VA terms as a condo in Burlington.
Costs and fine print
What it costs to close in Vermont
Vermont does not impose a special note or mortgage tax on a refinance. No deed transfer happens, so you pay recording fees plus the usual title and attorney charges. Ask for all of it in writing so the 36-month test uses real numbers.
Vermont bans prepayment penalties on standard first-lien residential loans, so you should not be trapped by your current loan. Vermont also issues a high-point or high-rate notice on qualifying loans. And foreclosure can be strict if the home is underwater, which is one more reason to keep your payment as low and as fixed as you can.
Bottom line: pen, spouse, attorney, break-even month. Line those four up and the Vermont streamline is easy.
Vermont VA IRRRL questions
Can I e-sign my Vermont VA streamline from out of state?
Not fully. Vermont bans e-signatures on closing documents, which prevents a full remote e-close even where remote notarization is otherwise allowed. Plan to sign in ink, and coordinate with the attorney or lender early if you will be away from Vermont at closing.
Why does my wife need to sign the mortgage on our Vermont home?
Because on a Vermont homestead both spouses must execute the mortgage under 27 VSA 141. A spouse who is not on title joins to subordinate the homestead. Your title underwriter confirms vesting and the exact signing requirements for your loan.
Is there a mortgage tax on refinancing in Vermont?
No special note or mortgage tax applies to a Vermont refinance. Since no deed transfer happens, you pay recording fees, along with title and closing charges. Include all of them when you check that savings recover costs within 36 months.
Will Home Loans Inc refinance my Burlington VA loan?
No. Home Loans Inc is not licensed in Vermont and cannot take the application. This page is for education only. Use it to compare lenders licensed in Vermont, and ask each for the break-even month in writing.
