Wisconsin VA IRRRL: A Guard and Reserve State Guide

Wisconsin's VA borrowers are mostly Guard, Reserve and veterans, and the state's marital-property rules decide who signs a streamline. Home Loans Inc is not licensed in Wisconsin, so this is education only.

Home Loans Inc is not licensed in Wisconsin and cannot take a Wisconsin application. We lend in South Carolina, North Carolina, Virginia, West Virginia, Florida, Georgia, Alabama, Mississippi, Iowa and Wyoming.

Region by region

From Milwaukee to La Crosse

Wisconsin does not have much active military, but its Guard and Reserve presence is real. Fort McCoy near Sparta is an Army training center and mobilization site. Truax Field ANGB in Madison flies the Wisconsin Guard's F-35s. General Mitchell ANGB and ARS in Milwaukee hosts Air National Guard and Air Force Reserve units. Add in the veterans who came home and stayed, and you have plenty of VA loans across the state.

Milwaukee metro

The largest metro, with moderate sales activity.

Madison

University town and state capital, growing.

Green Bay and the Fox Valley

Moderate and affordable.

Eau Claire and La Crosse

Smaller cities, and affordable.

Rural Wisconsin is affordable but light on comparable sales. On a purchase that can be a headache. On a streamline it rarely is, because VA usually does not require an appraisal. A lake place outside Eau Claire can refinance on the same VA terms as a house in Madison.

The disclaimer

Why you cannot apply with me here

Home Loans Inc is not licensed in Wisconsin. I cannot take an application from a Wisconsin borrower, and I will not pretend there is a back door. This page is here because the IRRRL is simple once you understand it, and confusing when a lender wants it to be. Read it, then go shop a Wisconsin licensed lender with your eyes open.

The marital-property rule

Who has to sign in Wisconsin

Wisconsin is a marital-property state, its version of community property. On a homestead, a spouse who is not on title must sign, or the mortgage can be void under 706.02(1)(f). The interspousal and purchase-money exceptions are narrow, so do not count on one of them to excuse a signature. Your title underwriter confirms.

Practical advice for Guard families: if your spouse is on orders or at annual training when closing day lands, sort out the signature plan before you lock. Wisconsin does generally allow remote online notarization, which can help.

Closings here are run by a title company, and an attorney is optional. Wisconsin closes wet, with funds wired at signing and held through the rescission window.

VA's rules

What makes a loan eligible to streamline

  • The existing loan must be a VA loan. An IRRRL never converts other loans into VA.
  • Seasoning means 210 days after your first payment due date plus six payments, using whichever lands later.
  • VA requires a net tangible benefit, typically a lower rate or a move off an adjustable rate.
  • The costs must come back to you through the lower payment within 36 months.
  • You certify that you lived in the home before. You do not have to live there now.

The funding fee on a streamline is 0.5%, and veterans receiving VA disability compensation are exempt. VA usually waives income verification as well as the appraisal. A lender can still add an overlay, so ask what theirs are before you sign anything.

Costs and protections

The Wisconsin fee picture

Wisconsin does not impose a special note or mortgage tax on a refinance. Since nothing is deeded, you are looking at a flat recording fee of about $30. That is about as cheap as recording gets, and it helps your 36-month break-even.

A few more Wisconsin rules. The Consumer Act sets a high-cost trigger at a 6% points-and-fees threshold with no floor, and a one-year anti-flipping benefit test applies. Prepayment penalties are capped at about 60 days of interest in the first five years. Foreclosure is judicial, with a long redemption period.

Put your current rate, your new rate and every fee on one page. If the savings cover the costs before month 36, you have a deal worth chasing.

Wisconsin VA IRRRL questions

Does my non-titled spouse sign a Wisconsin VA refinance?

On a homestead, yes. Wisconsin is a marital-property state, and a spouse who is not on title must sign or the mortgage can be void under 706.02(1)(f). The exceptions are narrow. Your title underwriter confirms what your specific closing requires.

What does it cost to record a refinance in Wisconsin?

Wisconsin charges no special note or mortgage tax on a refinance. Expect a flat recording fee of about $30, since a refinance does not involve a new deed transfer. Title and lender fees are separate, so count them all in your break-even math.

I am Guard at Truax Field. Do I qualify for a streamline?

If your current mortgage is a VA loan, you may. The IRRRL requires 210 days and six payments of seasoning, a net tangible benefit, and costs recovered within 36 months. You certify prior occupancy only. A Wisconsin licensed lender confirms your eligibility.

Can Home Loans Inc take my Wisconsin IRRRL application?

No. Home Loans Inc is not licensed in Wisconsin and cannot take the application. This page is for education. Take it to a Wisconsin licensed lender and ask for the break-even month and any overlays in writing before you commit.
