VA IRRRL in Kentucky: What Fort Knox and Fort Campbell Families Should Know

Kentucky sits right next to states where Home Loans Inc is licensed, but Kentucky is not one of them. Here is the straight story on a Kentucky streamline so you can pick the right local lender.

Home Loans Inc is not licensed in Kentucky and cannot take a Kentucky application. We lend in South Carolina, North Carolina, Virginia, West Virginia, Florida, Georgia, Alabama, Mississippi, Iowa and Wyoming.

Close, but no license

Why I cannot take your Kentucky loan

Kentucky shares a border with Virginia and West Virginia. Home Loans Inc is licensed in both. Kentucky? No. And the license that counts is the one for the state where the house sits, not where you work or where your mail lands. If your home is in Kentucky, I cannot take the application. Full stop.

Fort Campbell is the classic mix-up. The post straddles the Tennessee and Kentucky line, and most of the military housing is on the Tennessee side. Plenty of 101st Airborne families own on the Hopkinsville side instead. Neither side is a state I lend in, so find a lender licensed wherever your property actually is.

What you get here is the education. Read it, then make a Kentucky-licensed lender prove their offer line by line. Ask for the fee sheet, the new rate, the new payment, and the exact month the savings cover the costs. Four numbers. If they will not put them in writing, that tells you plenty.

Old law, real signature

Dower and curtesy never left Kentucky

Most states retired dower and curtesy a long time ago. Kentucky still recognizes them. They are old marital-interest rules that give a spouse a stake in the real estate. In practice, your non-borrowing spouse generally signs the security instrument to release that interest, even if their name is nowhere on the title.

So plan on two signers. If your spouse is deployed or working opposite shifts, tell the lender on day one. Lining up the paperwork early beats rescheduling a signing.

Who runs the closing is your call in a sense. Kentucky refinances can close with a title company or with an attorney, and the state mandates neither. Funding is wet, so money generally moves at signing, with the federal right-to-cancel window on a primary residence holding the payoff a few days. There is no mortgage recording tax either, just flat county recording fees.

Map check

From Louisville to the Cincinnati suburbs

  • Louisville metro. The biggest market in the state.
  • Fort Knox and Elizabethtown. Radcliff and E-town ring Fort Knox, home of Army Cadet Command and Human Resources Command. Lots of VA buyers here, which means lots of future streamline candidates.
  • Lexington. Horse country plus a university, and still growing.
  • Richmond. Home of the Blue Grass Army Depot, a chemical weapons storage and destruction site.
  • Bowling Green. Growing and affordable.
  • Hopkinsville. The small Kentucky-side military market next to Fort Campbell.
  • Northern Kentucky. Cincinnati suburbs, riding the Cincinnati economy.

The map matters less on a streamline than you would think. On a purchase, value drives everything. On an IRRRL, VA usually does not ask for an appraisal at all, so your home value is mostly not the question. Your payment is. A lender may still order one as its own overlay, so ask before you lock.

The checklist

Does your loan even qualify?

It has to be VA already

The IRRRL only refinances an existing VA loan. Sitting on FHA or conventional? That is a different product with different rules.

Seasoning

Wait at least 210 days from your first payment due date and make at least six monthly payments. Whichever lands later is your earliest date.

Payback inside 36 months

Total costs must be recovered through the monthly savings within 36 months, and the new loan has to show a net tangible benefit.

Fee and paperwork

Funding fee is 0.5 percent, waived with VA disability compensation. Usually no income verification, and you only certify that you lived in the home before.

Two Kentucky footnotes. Foreclosure here is judicial. And any prepayment penalty tiers off over the first years and generally does not apply when you refinance with your original lender, so check your current note before assuming you owe one.

Kentucky VA IRRRL questions

Why would my husband need to sign a Kentucky refinance when he is not on the loan?

Kentucky still recognizes dower and curtesy, old marital-interest rules. To release that interest, a non-borrowing spouse generally signs the security instrument even when not on title. Plan for both of you to be available, or tell the lender early if one of you is deployed.

Do I need a lawyer to close a VA streamline in Kentucky?

Not necessarily. Kentucky lets a refinance close through either a title company or an attorney, and neither is mandated. Funding is wet, so money generally moves at signing, subject to the federal right-to-cancel window when the home is your primary residence.

Home Loans Inc lends in Virginia and West Virginia. Can it do my Kentucky house near Fort Campbell?

No. Licensing follows the state where the property sits, and Home Loans Inc is not licensed in Kentucky. It cannot take a Kentucky application. Use this page to understand the IRRRL rules, then compare offers from lenders licensed in Kentucky.

Is there a percentage tax when a Kentucky mortgage gets recorded?

No. Kentucky does not impose a mortgage recording tax. A refinance carries flat county recording fees instead of a tax based on the loan amount, which keeps closing costs down and helps the deal pass the 36-month recoupment test.
